STWDB Joins Midwest Urban Strategies as Subrecipient for DOL’s Pathway Home 6 Grant to Support Reentry Workforce Services

The Stark Tuscarawas Workforce Development Board (STWDB) is honored to be selected as a subrecipient in the nationally competitive Pathway Home 6 grant program, led by Midwest Urban Strategies, grantee, and funded by the U.S. Department of Labor’s Employment and Training Administration. This grant will enable the board to provide workforce development services to justice-involved individuals transitioning from incarceration to community and employment in Stark and Tuscarawas Counties.

Over the 3 ½ year grant period beginning July 1, 2025, STWDB will enroll and serve at least 125 participants from the Stark Regional Community Corrections Center, delivering trauma-informed, customized pre- and post-release workforce services.

Services will include:

  • Individualized career planning, job readiness training, life skills development, and credentialing opportunities
  • Access to mentoring, job coaching, and employment placement assistance
  • Connection to a wide network of community partners providing supportive services such as housing assistance, legal aid, healthcare, education, and childcare
  • Collaboration with local employers, unions, and industry to facilitate job placements and apprenticeship opportunities

“This grant reinforces our dedication to creating second chances and supporting the successful reentry of individuals returning to our communities,” said JoAnn Breedlove, Executive Director of STWDB. “By partnering with Midwest Urban Strategies and local community agencies, we are working to reduce barriers to employment, lower recidivism, and foster safer, more prosperous neighborhoods.”

Pathway Home 6 is a workforce development initiative authorized under the Workforce Innovation and Opportunity Act and designed to eliminate the gap between incarceration and employment by providing continuous, job-driven services that align with local labor market needs. STWDB’s involvement reflects its strong commitment to innovative workforce solutions that transform lives and bolster economic growth.

The Stark Tuscarawas Workforce Development Board is also seeking a service provider for the Pathway Home 6 grant-funded services to eligible individuals.
Proposals must be received by August 21, 2025, at 3:00pm (EST).
