Stark Tuscarawas Workforce Development Board’s Pathway Home 6 Grant Creates Pathways to Employment and Economic Stability

Pathway Home 6 (Pathways 2 Progress) is a federally funded grant supported by the U.S. Department of Labor’s Employment and Training Administration through the Reentry Employment Opportunities (REO) program. The grant is led by Midwest Urban Strategies (MUS), with the Stark Tuscarawas Workforce Development Board (STWDB) serving as a local subrecipient, implementing the program in Stark and Tuscarawas counties.

Through a partnership with the Stark Regional Community Correction Center (SRCCC), the program serves individuals who are SRCCC residents returning to Stark and Tuscarawas counties, ensuring support begins before release and continues through their transition back into the community. Efforts from August 2025  through December 2025 have been focused on planning and coordination, leading up to the program’s official launch in late January 2026 and the first participant enrollments in February 2026.

The initiative provides both pre- and post-release services focused on life skills, work readiness, training, placement, and retention. Participants are supported by a strong network of supportive service partners and employers who help make the transition out of incarceration as smooth and sustainable as possible. The Greater Stark County Urban League (GSCUL) serves as the selected service delivery partner, leading both pre- and post-release programming efforts.

Locally, the program is led by Armon Cook, Program Manager for Stark and Tuscarawas counties, who works closely with partners to ensure individuals receive coordinated support at every stage of their reentry journey. Through this initiative, the region aims to enroll 125 pre-release individuals by the end of 2027.

This collaborative effort is designed to reduce recidivism, improve employment outcomes, and create long-term economic stability for individuals returning to Stark or Tuscarawas County—because successful reentry works best when workforce systems, community partners, and employers come together.
